SEND Reviews for Local Authorities


Premier Advisory Group (PAG) works for local authorities throughout England in order to undertake strategic reviews of high needs provision for children and young people with SEND. We take a sensitive, people-first approach in every project to take full account of the views of parents/carers, children and young people, teachers and senior leaders.

The outcomes of our work help to inform the planning of provision for children and young people with SEND across all settings.

    Ensuring support for children and young people with SEND


    Local authorities have specific responsibilities in relation to children and young people with SEND. This is a vital role that local authorities retain in an increasingly school-led education system and one that requires long-term strategic planning. This planning must be informed by detailed local knowledge and enhanced through consultation with parents/carers, children and young people, teachers and senior leaders. Such consultation will need to take place in order to ensure strong relationships with all settings, including mainstream and specialist settings.

    Ensuring that children and young people with SEND are effectively supported is a complex job, made increasingly complicated by the increasing diversity and changing approaches to provision. However, when conducted correctly, reviews of provision will support better outcomes for all. PAG works with Local Authorities to do just that.

    Strategy Reviews


    PAG supports all stakeholders to ensure that the needs of children and young people with SEND can be met in the local context. This work includes research, benchmarking and value for money reviews. Our work also fosters wider collaboration between providers and commissioners. Ultimately, our work can also support local authorities to create sufficient high quality school places for all pupils, including those with special educational needs and disabilities.

    While the scope of each review is bespoke to the requirements of the commissioning authority, we can deliver the following support:

    • Structured stakeholder consultation including with parents/carers (such as local support groups), children and young people, teachers and senior leaders
    • Assessment of the current and future sufficiency of places
    • Value for money reviews including associated commissioning issues
    • Best practice reviews and recommendations, based on both quantitative and qualitative analysis
    • Benchmarking SEND spend against national figures and against statistical and geographical neighbours.

    PAG ensures that each project is tailored to the needs, resources and budget of each local authority. Our offer includes a focused SEND Review, which concentrates on either a quantitative or a qualitative data analysis, and a full SEND Review, which is conducted through consultation with a wider array of stakeholders and provides a more comprehensive final report outlining aspects pertaining to funding, sufficiency alongside

    SEND Capital Reviews


    With a finite pot of money for capital and myriad competing demands, we help ensure that full consideration is given to how best to spend funding for capital projects. In order to do this, we engage with parents/carers (such as local support groups), children and young people, teachers and senior leaders, so ensuring that those at the sharp end have a voice.

    Our work in this area has supported authorities to allocate funding to areas of greatest need following meaningful engagement groups as stated above.
